CLEANING OPERATIONS MANAGER
Position Summary
The Cleaning Operations Manager is responsible for the overall planning, coordination, supervision, and performance of cleaning operations across assigned sites. The role ensures that cleaning services are delivered consistently, safely, efficiently, and in accordance with contractual requirements, company procedures, client expectations, and applicable health and safety standards.
The Cleaning Operations Manager leads supervisors and cleaning teams, manages manpower and resources, monitors service quality, controls operational costs, maintains equipment and inventory, handles client requirements, and implements improvements to achieve high standards of cleanliness and customer satisfaction.
1. Daily Cleaning Operations Management
• Plan, organize, coordinate, and oversee daily cleaning operations across assigned sites.
• Ensure all cleaning activities are carried out according to approved work schedules, cleaning specifications, frequencies, and contractual requirements.
• Develop daily, weekly, monthly, and periodic cleaning schedules.
• Ensure routine and periodic cleaning tasks are completed within the required timeframe.
• Coordinate deep cleaning, high-level cleaning, floor maintenance, carpet cleaning, glass cleaning, washroom cleaning, and other specialized cleaning activities where applicable.
• Conduct daily operational briefings with supervisors and cleaning personnel.
• Review site requirements and allocate manpower, equipment, chemicals, and materials accordingly.
• Ensure adequate operational coverage during weekends, public holidays, special events, peak periods, and emergency situations.
• Respond quickly to operational problems such as manpower shortages, equipment breakdowns, urgent cleaning requests, spills, complaints, and other service disruptions.
• Ensure proper handover between shifts and maintain continuity of service.
• Visit assigned sites regularly to verify that operations are running according to plan.
2. Manpower Planning & Deployment
• Determine manpower requirements based on site size, workload, cleaning frequency, productivity targets, and contractual obligations.
• Prepare duty rosters and shift schedules for supervisors and cleaning personnel.
• Ensure sufficient manpower is deployed at each site.
• Arrange replacement staff for employees who are absent, on medical leave, annual leave, training, or emergency leave.
• Monitor attendance, punctuality, overtime, absenteeism, and staff deployment.
• Control unnecessary overtime while maintaining required service levels.
• Coordinate manpower transfers between sites when operationally necessary.
• Maintain accurate manpower records for each assigned site.
• Identify manpower shortages early and coordinate recruitment requirements with HR.
• Ensure new employees are properly deployed, briefed, trained, and supervised before working independently.
3. Staff Leadership & Supervision
• Lead, supervise, motivate, and support site supervisors, team leaders, and cleaning personnel.
• Establish clear responsibilities and performance expectations for operational staff.
• Conduct regular staff briefings and toolbox meetings.
• Monitor employee discipline, attendance, appearance, productivity, and work performance.
• Coach employees who require improvement and recognize employees who demonstrate strong performance.
• Conduct performance evaluations and recommend confirmation, promotion, training, transfer, or corrective action where appropriate.
• Handle staff grievances and operational conflicts professionally.
• Promote teamwork, accountability, professionalism, and a positive working environment.
• Ensure employees comply with company policies, site rules, grooming standards, and codes of conduct.
• Escalate serious disciplinary matters to senior management or HR according to company procedures.
4. Training & Staff Development
• Identify training needs for supervisors, team leaders, and cleaning personnel.
• Ensure new employees receive proper induction and on-the-job training.
• Train employees on correct cleaning methods, chemical usage, dilution ratios, machinery operation, and safe working practices.
• Conduct refresher training when quality or safety issues are identified.
• Ensure employees understand cleaning specifications and client requirements.
• Maintain or coordinate staff training records and competency assessments.
• Develop supervisors and team leaders to improve their leadership and operational management capabilities.
• Ensure only trained and authorized employees operate specialized cleaning machinery and equipment.
5. Quality Control & Site Inspections
• Establish and maintain cleaning quality standards across assigned sites.
• Conduct routine inspections, quality audits, and spot checks.
• Use inspection checklists, audit forms, photographs, or digital systems to document findings.
• Monitor cleanliness of floors, carpets, washrooms, offices, common areas, high-touch surfaces, waste collection points, and other contracted areas.
• Identify deficiencies, determine root causes, and implement corrective actions.
• Follow up on corrective actions to ensure issues are fully resolved.
• Analyze recurring cleaning defects and develop preventive measures.
• Monitor performance against agreed Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and client specifications.
• Prepare quality reports and communicate findings to supervisors and management.
• Ensure periodic cleaning schedules are completed and properly documented.
• Maintain readiness for client audits and internal inspections.
6. Client & Customer Management
• Act as a key operational contact between the cleaning company and assigned clients.
• Maintain professional working relationships with clients, building management teams, facilities managers, tenants, and other stakeholders.
