RESPONSIBILITIES
The Assistant Human Resource Manager supports the Head of Human Resource in the strategic and operational delivery of all HR functions. This role is responsible for managing day-to-day HR operations, employee relations, talent acquisition, performance management, learning and development, compensation and benefits administration, policy implementation, and regulatory compliance.
The incumbent serves as a trusted HR partner to managers and employees, ensuring the effective execution of HR initiatives while fostering a positive, inclusive, and high-performing workplace culture aligned with the organization's mission, values, and strategic objectives.
Key Responsibilities
1. HR Operations & Administration
• Oversee daily HR operations and ensure the efficient delivery of HR services.
• Support the review, implementation, and continuous improvement of HR policies, procedures, and workflows.
• Ensure the maintenance of accurate employee records and HR documentation.
• Monitor HR metrics and prepare regular management reports and workforce analytics.
• Support internal and external audits, ensuring HR records are compliant and up to date.
2. Talent Acquisition & Workforce Planning
• Partner with hiring managers to support manpower planning and recruitment activities.
• Manage end-to-end recruitment processes, including sourcing, interviewing, selection, and onboarding.
• Coordinate employment offers, contracts, and new employee orientation programmes.
• Develop and implement employer branding and talent attraction initiatives.
• Monitor recruitment effectiveness and recommend process improvements.
3. Employee Relations
• Provide guidance and advice to managers on employee relations matters.
• Manage employee grievances, disciplinary matters, investigations, and conflict resolution.
• Support performance improvement plans (PIPs), counselling sessions, and corrective action processes.
• Promote positive employee engagement and workplace culture initiatives.
• Ensure fair, consistent, and compliant HR practices across the organization.
4. Performance Management
• Support the implementation and administration of the performance management framework.
• Guide managers and employees on goal setting, performance reviews, and development plans.
• Monitor appraisal completion and ensure adherence to organizational timelines.
• Analyze performance trends and provide recommendations to management.
5. Learning & Development
• Identify organizational learning and development needs through consultation with stakeholders.
• Coordinate training programmes, workshops, leadership development initiatives, and employee development plans.
• Track training effectiveness and professional certification requirements.
• Administer learning budgets and training records.
6. Compensation & Benefits
• Support salary benchmarking exercises and compensation reviews.
• Administer employee benefits programmes, insurance matters, wellness initiatives, and leave management.
• Work closely with payroll providers and Finance to ensure accurate payroll processing.
• Assist in annual salary review, bonus exercises, and benefits administration.
7. HR Compliance & Risk Management
• Ensure compliance with Singapore employment legislation and regulatory requirements.
• Monitor updates relating to MOM regulations, employment practices, and workplace policies.
• Support the preparation of reports required by statutory agencies and auditors.
• Ensure compliance with data protection and confidentiality requirements.
8. HR Projects & Transformation
• Participate in HR digitalisation and transformation initiatives.
• Lead or support HR projects related to employee engagement, organizational development, workforce planning, and process improvement.
• Contribute to change management initiatives across the organization.
• Identify opportunities to improve HR service delivery through automation and technology.
People Manager Responsibilities
• Supervise and mentor HR Executives, HR Officers, and HR Assistants where applicable.
• Support capability development within the HR team.
• Foster a collaborative, service-oriented, and high-performing team culture.
QUALIFICATIONS
Education
• Degree in Human Resource Management, Business Administration, Psychology, or a related discipline.
• Professional HR certification (IHRP-CP, SHRM-CP, CIPD or equivalent) will be an advantage.
OTHER INFORMATION
Experience
• Minimum 6-8 years of progressive HR Generalist experience, with at least 3 years in a supervisory/managerial capacity.
• Experience handling the full spectrum of HR functions.
• Experience in employee relations, compensation & benefits (payroll) and performance management is essential.
• Prior experience in a social service agency, non-profit, healthcare, education, or related sector would be an advantage.
