Job description:
The Quantity Surveyor (QS) shall be appointed as an independent consultant to assess, verify and certify the actual physical and commercial progress of the Solar PV Works as at the applicable termination date.
The QS shall provide an independent assessment of the value of works completed, works remaining incomplete, defects and outstanding contractual obligations.
2. Scope of Services
The QS shall:
Review Contract Documentation
Review the contract, pricing schedule of outstanding items, approved variations, drawings, specifications, payment records, interim claims and relevant project documentation.
Establish the contractual basis for measurement and valuation.
Physical Progress Verification
Conduct site inspections and verify the actual physical status of the Works as at the termination date.
Measure and quantify completed works against the contract/BQ.
Determine the percentage of physical completion by work package and overall project.
Valuation of Completed Works
Assess and certify the value of works physically completed.
Reconcile measured quantities against contract quantities and approved variations.
Identify materials incorporated into the Works and, where applicable, materials that cannot reasonably be considered completed work.
Assess applicable deductions, omissions, variations and contra-charges where instructed.
Incomplete Works
Quantify the remaining works and estimate the corresponding value required for completion.
Identify partially completed work items.
Defects and Outstanding Items
Record and quantify defective, damaged or non-conforming works based on available inspection records and site observations.
Identify outstanding rectification works and associated valuation implications.
Payment and Claim Reconciliation
Compare the verified value of completed works against amounts previously claimed, certified and/or paid.
Identify potential over-claims, under-claims or unclaimed completed works, subject to the contractual basis.
Final Verification Report
Prepare an independent report containing:
Overall percentage of completion;
Value of completed works;
Value of incomplete works;
Value of defective/non-conforming works, where quantifiable;
Schedule of outstanding works;
Measurement and valuation sheets;
Supporting photographs and site records;
Reconciliation against previous payment certificates/claims; and
Clear supporting calculations and assumptions.3. Required Deliverables
The QS shall submit:
Site verification report;
Detailed measurement and valuation sheets;
Work completion percentage assessment;
Completed vs incomplete work schedule;
Defects/outstanding works schedule;
Payment/claim reconciliation;
Photographic records;
Supporting calculations;
Signed certification of the verified value and percentage of completed works.
4. Required Qualifications & Experience
Degree/Diploma in Quantity Surveying, Construction Economics or equivalent.
Preferably professionally registered/accredited with a recognised professional body.
Relevant QS experience, preferably in commercial/industrial construction, M&E or engineering projects.
Demonstrated experience in measurement, valuation, progress claims and contract administration.
Experience in termination, incomplete works, dispute or forensic valuation is preferred.
Ability to independently verify site progress and produce defensible valuation records.
Strong knowledge of construction contracts, BQ measurement and variation valuation.
5. Engagement
Engagement Type: Temporary / Project-Based Consultant
Duration: To be determined based on project requirements
Reporting To: Project/Commercial Management
Primary Location: Project Site and/or Company Office
