HR & Admin Manager

Location: Butterworth, Penang The Company Our Client is a leading turnkey/design and build specialist contractor with over 30 years of experience across Malaysia, delivering cleanroom, soundproof room, HVAC, refrigeration and process utility systems including glycol, compressed dried air, industrial vacuum, process cooling water, liquid nitrogen, bulk & specialty industrial gases, deionized water, industrial exhaust, scrubbers & etc. Their clients include leading multinational corporations in the semiconductor, electronics, and medical device industries. Position Overview They are seeking an experienced and proactive HR & Admin Manager to lead and manage the full spectrum of human resources and administrative functions. This is a hands-on role suited to a candidate who can operate both strategically and operationally, supporting a growing engineering and contracting business. You will be instrumental in building a positive workplace culture, ensuring compliance with Malaysian labour regulations, and driving HR best practices across the organisation. Key Responsibilities Human Resources - Develop and implement HR strategies, policies, and procedures aligned with business objectives. - Manage the full recruitment cycle, including manpower planning, sourcing, screening, interviewing, and onboarding. - Oversee compensation and benefits administration, including payroll processing, statutory contributions (EPF, SOCSO, EIS, PCB), and salary benchmarking. - Administer performance management systems, including appraisals, goal setting, and improvement plans. - Handle employee relations matters, including grievances, disciplinary actions, and conflict resolution. - Ensure compliance with the Employment Act 1955, Industrial Relations Act, and all relevant statutory requirements. - Manage foreign worker recruitment, permits, renewals, and compliance matters. - Identify training needs and coordinate learning and development programmes. - Maintain accurate HR records, employee databases, and HR analytics/reporting. - Drive employee engagement, retention, and culture-building initiatives. Administration - Oversee day-to-day office administration, including office supplies, facilities, and general upkeep. - Manage office leases, utility contracts, insurance, and vendor relationships. - Supervise administrative staff and ensure smooth office operations. - Handle company correspondence, documentation, and record-keeping. - Coordinate company events, meetings, and travel arrangements where required. - Support management with ad-hoc administrative and HR projects. Requirements: - Degree in HR or related field; - Minimum 5 years of HR generalist experience, preferably in construction, engineering, or technical services; - Strong knowledge of Malaysian labor laws; - Excellent interpersonal and problem-solving skills.
