Assist the Senior Supervisor to:
• Plan, organise, and execute the supervision of assigned insurers, takaful operators, reinsurers, retakaful operators, as well as financial groups under designated financial holding companies (FHCs) on a regular and consolidated basis. This is to ensure that financial institutions (FIs) operate in a safe and sound manner, with no disruptive failures of FIs, while maintaining the stability of the insurance/takaful sector and ensuring FIs’ compliance with applicable laws and regulations. This role entails assisting the Senior Supervisor in identifying material risks and vulnerabilities within FIs/financial groups early and initiating prompt preventive or remedial actions.
• Administer legal and regulatory requirements through the timely processing of applications from FIs and the consistent application and enforcement of laws and regulations, such as the Financial Services Act 2013 (FSA 2013), Islamic Financial Services Act 2013 (IFSA 2013), as well as policy documents and directives issued by Bank Negara Malaysia (the Bank).
1. Perform regular surveillance of assigned institution(s) in accordance with approved supervisory processes/frameworks:
•
Analyse and assess FIs’ business model, financial condition, performance, risk profile, risk management control functions, culture and governance, as well as business conduct and market practices. This includes early detection of emerging supervisory concerns across credit, market, insurance/takaful, strategic and operational risks, as well as risk management capacities such as IT and security controls, governance practices and culture supporting key
significant activities.
•
Assess FIs’ compliance with legal and regulatory requirements as well as any additional requirements specified by the Bank, through review of regulatory reports and submissions, and institute remedial actions for breaches/non-compliances.
•
Understand and assess FIs’ climate risk management practices in line with the Bank’s sustainability and climate risk agenda.
2. Understand emerging issues facing FIs, including the implications of their conduct and market practices on overall financial stability. Identify, assess and propose appropriate courses of action regarding the FIs, intra/inter-group linkages, inter-connectedness, and broader implications on the FIs/financial groups.
3. Escalate/communicate supervisory concerns and provide recommendations on supervisory/intervention/resolution measures to be imposed on FIs/financial groups.
4. Assess applications received from FIs to ensure compliance with applicable laws and regulations and provide appropriate recommendations to Management in a timely manner, in accordance with internal SOPs and the Bank’s approving authorities.
5. Maintain strong collaboration internally and externally to exchange views, provide input, and identify new developments and best practices to enhance supervisory methodologies and processes.
6. Undertake administrative functions and other ad-hoc assignments as required.
7. Pursue self-development to meet corporate and personal goals.
8. Maintain professional working relationships with home and host supervisors and other domestic regulators [e.g., Perbadanan Insurans Deposit Malaysia (PIDM), Securities Commission Malaysia (SC) and Labuan Financial Services Authority (Labuan FSA)].
• Academic Qualifications : Master’s Degree/Bachelor’s Degree or professional qualifications in actuarial science, insurance/risk management, accounting, economics, banking, finance, business studies, commerce, or related discipline.
• Experience: Minimum 2 years of relevant working experience. Experience in financial sector, auditing, or risk management, is an added advantage.
