About Our Client
Our client is a well-established healthcare institution in Singapore with a significant portfolio of acute, specialist and integrated care services.
As part of a broader healthcare ecosystem, the organisation continues to invest heavily in expanding and modernising its clinical infrastructure to support future healthcare demand. This appointment sits within a major multi-year development programme involving new clinical facilities, specialist care environments and supporting infrastructure.
Job Description
• Lead the planning and technical oversight of a large-scale healthcare development across design, construction, commissioning and handover stages.
• Represent the healthcare operator in reviewing architectural, structural, M&E and specialist healthcare infrastructure solutions against operational requirements.
• Work closely with clinical and operational stakeholders to translate healthcare workflows, equipment requirements and user needs into practical facility solutions.
• Monitor programme milestones, project risks, technical issues, variations and design changes while ensuring appropriate governance and documentation.
• Coordinate closely with developers, consultants, contractors and public-sector stakeholders to resolve project issues and maintain alignment on scope, schedule and quality.
• Oversee contract administration matters including variations, claims, extensions of time and contractor obligations under applicable public-sector contracting frameworks.
• Lead operational readiness and technical handover activities, including inspections, defects management and ensuring the completed facility is ready for clinical operations.
The Successful Applicant
• Degree in Architecture, Civil & Structural Engineering, Mechanical Engineering, Electrical Engineering, Construction Management or a related built-environment discipline.
• At least 10 years of relevant experience for Assistant Director level, with more extensive leadership experience expected for Deputy Director appointments.
• Track record delivering major infrastructure, institutional or healthcare developments, ideally from design through construction and practical completion.
• Previous exposure to hospital, healthcare, laboratory or other technically complex facilities would be highly advantageous.
• Strong understanding of design management, construction delivery, contract administration and project governance.
• Familiarity with public-sector contracting frameworks such as PSSCOC, government procurement processes and regulatory requirements would be beneficial.
• Strong stakeholder management capability, with the confidence to work across senior management, technical consultants, contractors, clinical users and government stakeholders.
• Ability to manage complex programmes involving multiple workstreams, competing priorities and significant technical dependencies.
• Strong commercial and technical judgement with the ability to identify risks early and drive issues towards resolution.
