Job Overview
The Manager, Facilities & Engineering will oversee the fit-out, commissioning and handover of the Company’s newly acquired building/block, coordinating consultants, contractors and internal stakeholders to deliver the premises in line with operational requirements, budget, timeline, safety and regulatory standards. Following handover, the role will manage the day-to-day facilities and engineering operations of the building, ensuring that building systems and infrastructure remain safe, reliable, compliant and cost-effective.
Job Responsibilities
New Building Development, Fit-Out & Handover
• Oversee facilities and engineering matters for the new building/block from planning through completion and handover, working with Management and internal stakeholders to define operational requirements
• Coordinate architects, consultants, contractors and vendors on renovation, fit-out and M&E works, including ACMV, electrical, plumbing, fire protection, security and utilities
• Review layouts, technical drawings and M&E specifications from an operational and maintainability perspective
• Monitor progress against approved scope, schedule and budget; attend site inspections and progress meetings, and escalate significant issues and risks
• Coordinate testing and commissioning, track defects and outstanding works, and manage the Defects Liability Period
• Obtain and maintain as-built drawings, manuals, warranties and certificates, and lead the transition into normal facilities operations
Facilities & Engineering Operations
• Oversee the day-to-day operation and maintenance of the building and its facilities after handover
• Establish preventive and corrective maintenance programmes and facilities SOPs for major building systems such as ACMV, electrical, plumbing, fire protection, access control, lifts and utilities
• Conduct regular inspections and ensure defects and maintenance issues are rectified promptly
• Maintain asset registers, maintenance records and equipment history
• Ensure critical building systems are maintained to minimise disruption and downtime
Contractor & Vendor Management
• Source, evaluate and appoint facilities contractors, maintenance vendors and service providers
• Review quotations and technical proposals, and manage maintenance contracts and renewals
• Set service levels, monitor vendor performance and enforce Company safety requirements
• Verify completion and quality of works before acceptance and payment certification
Project, CAPEX & Budget Management
• Manage renovation, upgrading and facility improvement projects, including scope, cost estimates and schedules
• Prepare and manage the annual facilities budget and support CAPEX planning for major repairs, replacements and upgrades
• Monitor expenditure against budget, maintain cost control and identify cost savings
• Evaluate repair, replacement and upgrading options based on equipment condition, reliability and lifecycle cost
Safety, Compliance & Documentation
• Ensure facilities and engineering activities comply with applicable statutory, safety, fire, environmental and building requirements
• Coordinate required inspections, testing, certifications and licence renewals
• Maintain records of inspections, certificates and maintenance, and support audits
• Establish emergency response and facilities contingency procedures
Stakeholder Coordination & Reporting
• Serve as the key point of contact for facilities and engineering matters
• Report regularly on project progress, facility condition, maintenance, incidents, costs and risks
• Liaise with building management, authorities, contractors and other external parties where required
Job Requirements
• Bachelor’s Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Building Services Engineering, Building Management or a related discipline
• Minimum 5 years of relevant experience in facilities management, engineering, building services, project management or related fields, preferably with managerial or supervisory experience
• Proven experience in new building setup, renovation, fit-out, testing and commissioning, and building handover
• Good working knowledge of M&E systems and building services
• Experience in contractor and vendor management, facilities maintenance and project coordination
• Experience in CAPEX planning, budgeting and cost management
• Good understanding of building safety, statutory and regulatory requirements in Singapore
• Proactive, independent and hands-on, with strong planning, coordination, communication and stakeholder management skills
