HSE OFFICER

Key Responsibilities • Perform duties as a MOM-registered WSHO and NEA-registered ECO in accordance with applicable legislation, regulations, and codes of practice. • Ensure compliance with statutory requirements, company HSE policies, safety rules, and environmental regulations. • Implement and maintain project-specific HSE Management Systems and programs . • Develop and implement workplace safety and environmental programs, including preparation and submission of the Site Environmental Control Programme (SECP) . • Conduct regular site inspections, safety audits, risk assessments, and compliance checks . • Identify gaps in WSH and environmental systems and recommend appropriate corrective and preventive measures. • Review WSH Management Systems (WSHMS), environmental reports, risk assessments, and safety performance . • Lead incident and accident investigations and monitor the implementation of corrective and preventive actions. • Conduct toolbox meetings, safety briefings, inductions, and HSE training for workers, contractors, and stakeholders. • Coordinate Emergency Preparedness and Response Plans (EPRP) , including emergency drills and maintenance of emergency equipment. Job Requirements • • Diploma or Degree in Workplace Safety & Health, Environmental Management, Engineering, or a related discipline . • MOM-registered Workplace Safety & Health Officer (WSHO) . • NEA-registered Environmental Control Officer (ECO) . • Minimum 5 years of relevant WSH/HSE experience in the construction industry . • Strong knowledge of Singapore WSH and environmental legislation, regulations, and compliance requirements . • Experience with SP, PUB, LTA, CAG, or other major infrastructure/construction projects will be an advantage. • Good knowledge of risk assessment, incident investigation, PTW systems, emergency response, safety audits, and environmental management . • Strong communication, coordination, reporting, and stakeholder-management skills. • Able to work independently as well as effectively within a project team. • Ability to travel between multiple project sites is preferred.
