Job Description
As Head of HR, you lead the full HR function at NTS Singapore and report to the Managing Director. You are the trusted advisor to the Management Team and NTS's main contact with Singapore. You possess strong knowledge of the Singapore job market and neighbouring regions. Your mission is to raise HR to the next level across all functions and make the organisation ready for scale-up.
Furthermore, your key responsibilities are:
Strategic Workforce Planning & Organisational Development
HR should take a strategic, forward-looking approach to understand the business needs and capabilities required to support the company’s growth ambitions. This includes:
• Aligning workforce planning with the business strategy and future growth targets, e.g. the competencies and organisational capabilities required to doubling the revenue of mechatronics business in coming 2 years.
• Identifying current and future competencies and developing plans to address them through recruitment, talent development, succession planning and learning programmes.
• Building structured recruiting, onboarding and development programmes to ensure employees can effectively grow with the organisation.
• Supporting management in making informed organisational and people-related decisions based on future business needs.
• Ensuring HR acts as a strategic partner to the business, proactively shaping the organisation rather than primarily responding to immediate hiring and operational needs.
Talent acquisition and workforce planning
• Own the hiring strategy and headcount plan for the Singapore scale-up.
• Manage foreign workforce quotas, levies and work pass applications (EP, S Pass, Work Permit), including COMPASS and Fair Consideration Framework compliance.
• Plan the balance of local and foreign hiring so quota never blocks critical hires.
• Build local talent pipelines through employer branding, schools and WSG/e2i programmes.
• Set up training frameworks, OJT and the LMS, making full use of SkillsFuture and WSG funding.
• Drive talent reviews, succession planning and career development.
Government relations and compliance
• Act as the main HR contact for MOM, EDB, WSG, e2i, TAFEP and CPF Board.
• Support EDB on headcount and local capability commitments linked to our expansion.
• Keep NTS fully compliant with Singapore employment law and prepare the organisation for regulatory changes such as the Workplace Fairness Act.
HR Leadership & Operations
• Partner with senior management on organisation design, HR strategy, culture and organisational development.
• Align with peers in the Group and ensure the SGP site operates in compliance with Group policies, processes and standards.
• Own the performance management cycle, salary reviews, compensation and benefits.
• Handle employee relations and grievances fairly, consistently and confidentially.
• Oversee payroll, CPF, benefits and HR data management.
• Lead, develop and strengthen the HR team.
• Drive Compensation & Benefits in alignment with Group strategy and local requirements.
Culture & Organisation
• Build an organisational structure, values, culture and ways of working that support the MSG business strategy.
• Drive the transition from a traditional job-shop mentality towards a professional, high-performance high-tech organisation.
• Establish the leadership, behaviours and accountability needed to support sustainable growth.
Talent & Competence Development
• Establish talent management processes covering leadership pipelines, succession planning, critical roles and 9-Grid talent reviews.
• Strengthen attractiveness as an employer to improve retention, engagement and internal career development.
• Identify the critical competencies and capabilities needed to achieve the business objectives, assess current gaps and implement targeted development, learning and hiring plans.
• Increase internal mobility and create clearer career paths within NTS.

Job Requirements
• Bachelor's degree in HR, Business Administration or a related field; IHRP certification is a plus.
• 12+ years of HR experience in Singapore, including 5+ years leading the HR function.
• Background in high-tech manufacturing, semiconductor or precision engineering.
• Hands-on expertise in Singapore work pass and quota management, with a track record of managing a significant foreign workforce.
• Direct experience working with EDB, MOM and WSG.
• Proven experience scaling a workforce in a competitive talent market.
• Excellent communication, stakeholder management and people leadership skills.
• Trustworthy, discreet and confident advising senior leaders.
