Key Responsibilities
Regulatory Compliance
• Ensure compliance with the Private Education Act and Regulations.
• Monitor compliance with Skills and Workforce Development Agency (SWDA) regulatory requirements.
• Ensure continued compliance with Enhanced Registration Framework (ERF) requirements.
• Coordinate EduTrust certification and renewal processes.
• Monitor changes in legislation and advise management on regulatory implications.
• Maintain compliance calendars for all statutory submissions and reporting deadlines.
• Liaise with SWDA and other government agencies on compliance matters.
Policy Development
• Develop, review, and implement institutional policies and Standard Operating Procedures (SOPs).
• Ensure policies remain aligned with current legislation and best practices.
• Conduct periodic policy reviews with the criterion owner.
• Recommend process improvements to strengthen governance.
Internal Compliance Monitoring
• Conduct regular compliance audits across departments.
• Identify compliance risks and recommend corrective actions.
• Monitor implementation of corrective and preventive actions.
• Prepare internal compliance reports for senior management.
• Maintain evidence of compliance for regulatory inspections.
Quality Assurance
• Support implementation of Quality Management Systems.
• Ensure compliance with EduTrust standards and requirements.
• Monitor quality assurance processes.
• Coordinate and conduct internal quality audit and reviews.
• Facilitate continuous improvement initiatives.
Student Protection
Ensure compliance with:
• Student Contract requirements
• Fee Protection Scheme (FPS)
• Medical insurance requirements
• Student grievance procedures
• Refund policy requirements
• Monitor proper administration of student documentation.
• Review student complaints and recommend process improvements.
Data Protection
• Data Protection Officer (DPO).
• Ensure compliance with the Personal Data Protection Act (PDPA).
• Monitor data handling procedures.
• Coordinate data protection training.
• Investigate data protection incidents where necessary.
Risk Management
• Identify operational and regulatory risks.
• Maintain the institutional Risk Register.
• Recommend mitigation measures.
• Monitor implementation of risk controls.
• Report significant compliance risks to management.
Audit Coordination
Coordinate:
• Internal audits
• External audits
• Enhanced Registration Framework (ERF) assessments
• EduTrust assessments
• Regulatory inspections
• Prepare supporting documentation.
• Coordinate departmental responses.
• Track closure of audit findings.
Training and Awareness
• Conduct compliance orientation for new staff.
• Organize annual compliance training.
• Educate staff on regulatory updates.
• Promote a culture of compliance throughout the institution.
Records Management
Maintain institutional compliance records, including:
• Licenses
• Certificates
• Audit reports
• Policy manuals
• Meeting minutes
• Regulatory correspondence
• Risk registers
• Compliance reports
Ensure documentation is readily available during inspections.
Incident Management
• Investigate compliance breaches.
• Recommend corrective actions.
• Monitor implementation.
• Prepare reports for management.
• Escalate serious matters where necessary.
Qualifications
• Bachelor's Degree in Business, Education, Law, Quality Management, or a related discipline.
• Professional certifications in compliance, risk management, internal audit, or quality management are advantageous.
• PDPA certification is beneficial.
• Candidates must be actively eligible for employment in Singapore. SSTC does not provide visa sponsorship. Candidates must be based in Singapore and have work authorization
Experience
• Minimum 3 years of compliance, quality assurance, or regulatory experience.
• Experience in the education sector is highly preferred.
• Experience with Singapore PEI regulations is advantageous.
• Experience supporting EduTrust certification is desirable.
• Experience conducting internal audits.
