Educational Psychologists (MOE)

The mandatory case work activities are as follow: · Classroom and recess observation · Academic assessment (e.g., SAS Achievement Scales, selected subtests from the Wechsler Individual Achievement Test Fourth Edition [WIAT-4] where necessary) · Adaptive functioning using the Vineland Adaptive Behaviour Rating Scales Third Edition · Parent interview · Teacher interview · Sharing offindings and recommendations with parents and/or teachers Face-to-face interactions with the student, parents and school personnel are to be arranged by the Locum EP through the school, and should be held only in the school. The Locum EP will not meet students, parents or school personnel outside of the school setting. Scheduling of these casework activities is the responsibility of the Locum EP. For each school visit, the Locum EP will complete a Summary of Services Form (SSF) that documents the work done for the referred student. Copies of the SSF should be sent to the school and to the MOE EP within 2 working days of the school visit. [Samples of SSFs will be provided.] All documentation should be issued in MOE’s name, using the MOE letterhead and should abide by MOE data protection guidelines. The Service Provider’s name should not be reflected in any documents. In communicating with parents and schools, the Locum EPs should represent themselves as being engaged by MOE, and not as a Service Provider. Locum EPs are not to recommend any further services that are provided by the Service Provider. Locum EPs should not recommend any further assessment or intervention services provided by other private service providers. Recommendations for further private assessment or intervention services (including Social Service Agencies, polyclinics and restructured hospitals) must be endorsed by MOE before they are communicated to the school and parents. Qualifications and professional registration: Locum EPs must have the following qualifications and professional registrations: At least Masters level (or equivalent) qualification in Educational, School or Applied Psychology that allows the individual to practice as an Educational Psychologist or School Psychologist in the country of training. Professional Registration with the Singapore Psychological Society or the psychological society in the country of training. Locum EPs should preferably have: Experience with assessing school-age students attending local schools, with a range of profiles (e.g., Intellectual Disability, Dyslexia). Undergone training and, where necessary, super vision to be certified in the administration and scoring of standardised tools assessing academic functioning (i.e., SAS, WIAT-4). A Locum EP may be assisted by other individuals in the course of the casework. These individuals should have at least a basic degree in Psychology and have a Certificate of Competence in Educational Testing (or its equivalent). However, the qualified Locum EP is solely responsible for the quality of services rendered. In the event that services rendered are unacceptable, MOE can request to replace any non-performing Locum EP at any time during the contract period.
