Procurement Officer (Outram Park, 5 Months)

Job Scope: 1. Operation Procurement Services for YPS Group • Perform advisory role for end-to-end procurement activities, from sourcing through contract award, for all tenders valued at up to $1 million . • Perform advisory role for end-to-end procurement activities for Direct Contracts of any value , from evaluation through contract award. • Serve as a trusted advisor to stakeholders by providing clear, practical, and consistent procurement guidance throughout the procurement lifecycle. • Review procurement strategies, tender evaluation outcomes, and award recommendations prior to seeking approval. • Identify procurement and contract-related risks, establish key risk indicators, and implement effective mitigation measures. • Uphold transparency, accountability, and sound governance across all procurement activities. • Build and maintain strategic supplier relationships to gain market intelligence, industry insights, emerging innovations, and best practices (e.g. coordinate the C-suite dialogue with key suppliers for DCE and YPS GD/D). • Analyse critical contract performance risks and implement proactive measures to strengthen contract outcomes and service delivery. 2. GeBIZ X Validation Exercise • Liaise with MOF GeBIZ X Points of Contact and support DD (Procurement) in reviewing client's procurement processes against the eight-stage GeBIZ X process framework, ensuring an appropriate balance between operational efficiency and risk management. • Engage Finance and Legal stakeholders to review Stage 8 (Contract Management) and incorporate relevant budgetary controls and contract review requirements into the new procurement process to strengthen governance. • Consolidate client's procurement best practices for MOF's review and coordinate responses to clarifications raised by client's Procurement, Finance, and Legal on the GeBIZ X process maps.
