Job Summary:
The incumbent is responsible for supporting the organisation’s treasury and investment activities, with primary focus on cash and liquidity management, investment portfolio monitoring, investment analysis and execution support, while ensuring compliance with approved policies, mandates and internal controls.
The incumbent will also provide finance and analytical support in areas related to treasury and investments, and works closely with the Finance team, Finance and Investment Committees, banks, fund managers, investment advisors, auditors and other stakeholders.
Duties and Responsibilities:
1. Treasury and Cash Management
• Monitor daily cash positions, liquidity requirements and cash flow forecasts.
• Manage and monitor bank accounts, fixed deposits, T-bills and other approved short-term instruments.
• Coordinate placements, rollovers, maturities and settlements of treasury investments.
• Support cash pooling and efficient utilisation of surplus cash.
• Monitor interest rates, deposit yields, bank charges and banking arrangements, and prepare comparisons where required.
• Liaise with banks on treasury operations, account matters and documentation.
• Maintain accurate treasury records and ensure timely recording and reconciliation of treasury transactions.
2. Investment Monitoring and Analysis
• Support implementation and ongoing monitoring of the approved Investment Policy and investment strategy as directed by management and the relevant committees.
• Monitor portfolio performance, asset allocation, liquidity, maturity profile, benchmarks and risk exposure.
• Conduct secondary research and financial analysis on approved investment opportunities, products, markets and counterparties.
• Prepare investment proposals, comparison papers, portfolio updates and reports for management and the Finance/Investment Committees.
• Monitor investment limits, mandate requirements, credit exposure and other policy parameters, and flag exceptions promptly.
• Coordinate investment transactions and follow through on approved decisions, including documentation, settlement and record updates.
• Liaise with banks, fund managers, investment advisers and other financial institutions.
• Maintain complete and well-organised investment records, supporting documents and audit trails.
3. Finance and Financial Analysis Support
• Assist with accounting and reconciliation of treasury and investment transactions, including interest, income and valuation-related entries where applicable.
• Support month-end and year-end closing, financial reporting and preparation of relevant schedules.
• Support budgets, forecasts and cash flow projections, particularly for treasury, liquidity and investment-related items.
• Analyse cash flows, investment income, financial performance and relevant budget variances.
• Prepare financial analysis and management information to support decision-making.
• Assist with audit requirements and respond to treasury/investment-related information requests.
• Provide other finance support as required by the Deputy Director, Group Finance.
4. Governance, Risk and Compliance
• Ensure treasury and investment activities are carried out in accordance with approved policies, delegated authorities, mandates and investment limits.
• Support month-end and year-end closing, financial reporting and preparation of relevant schedules.
• Monitor counterparty, liquidity, market and other relevant financial risks within the scope of the role.
• Maintain proper documentation, approvals and audit trails for all treasury and investment activities.
• Support periodic reviews of treasury and investment policies, procedures, controls and banking arrangements.
• Assist in identifying control gaps, financial risks and process issues, and support appropriate mitigation actions.
5. Process Improvement & Reporting
• Identify opportunities to improve treasury and investment processes, controls and reporting efficiency.
• Support automation, ERP and digitalisation initiatives affecting treasury, investments and related finance processes.
• Develop and maintain recurring treasury and investment reports, dashboards and management information.
• Participate in finance and investment-related projects and ad hoc analyses.
6. Committee and Stakeholder Support
• Prepare reports, papers, analyses and presentation materials for the Finance Committee and Investment Sub-Committee.
• Provide accurate and timely information to support management and committee decision-making.
• Follow up on approved treasury and investment decisions and track completion of required actions.
• Liaise with Business Units, banks, investment managers, advisers, auditors and other relevant parties.
• Assist with any other duties as assigned by the Reporting Officer.
Job Requirements:
Qualifications
• Degree in Accountancy, Finance, Economics, Business or a related discipline.
• Professional qualification or progress toward a relevant qualification such as CA, ACCA or CFA is advantageous.
Experience
• Preferably a minimum 5 years of relevant experience in treasury, investments, banking, asset management, corporate finance, accounting or financial analysis. Strong candidates with less experience may also be considered.
• Experience liaising with banks, investment managers, auditors or other financial institutions is preferred.
• Experience in a charity/not-for-profit environment is an advantage but not essential.
• Working knowledge of treasury products, investment instruments, cash management and financial analysis.
• Good analytical, financial modelling and Excel skills, with strong attention to detail and numerical accuracy.
• Ability to prepare clear reports, investment papers and management information.
